With all the recent talk about Winfield residents being faced with massive tax hikes, reductions in services, higher fees, and the looming possibility the police department will be disbanded, we set out to find a copy of the study, Sustainable Revenues for the Village of Winfield — A Compromise Plan for Roosevelt Road.
Fortunately, we were able to obtain a copy of the study. We have provided for your convenience a link to the plan. Compromise Plan For Rt. 38 We found the Compromise Plan to be very realistic in its’ short and long-term goals in helping secure Winfield’s future.
Communities that fall on hard times are usually those who don’t listen; don’t want to follow a proven program; want to stay with the status quo; and who don’t set realistic goals.
‘A Compromise Plan for Roosevelt Road’ is an interesting and informative study that every taxpaying resident of the village should read. If Winfield wants to succeed it must set goals for the future, make them realistic and distance itself from the unsustainable status quo that has left the town financially crippled.

This plan makes perfect sense. Why has it been sitting on a shelf collecting dust for the last 5 years while we continue to struggle finding new revenue sources to pay for our bills?

The Compromise Plan is well over the heads of this board and in the 5 years it has been floating around the village, Birutis still doesn’t get it, and is blind to the financial meltdown she thrust Winfield into over the last 5 years. If you read Birutis and Bajor’s response to The Compromise Plan ridiculously titled “No Compromises Need” you would have been left shaking your head. The Birutis/Bajor response just proves their ignorance and complete lack of ability to successfully operate the village.
The plan was written 5 years ago Birutis and Bajor stated Roosevelt Road was not crucial to Winfield’s financial future. Do you think they would admit their mistake now looking back? Of course not! They continue full speed ahead with failed plan #4 for the downtown.
We now find ourselves in a deep financial hole with the people who put us here still in charge. It’s could only be look upon as a disaster — they lack the vision, foresight and financial ability to pull us out of the hole they put us in.

Birutis, Bajor, and Kunesh stated back in 2005 they were going to redevelop and attract businesses to the downtown…That was 5 years ago! They collectively have not brought one new business to town in over 5 years. The reality is, Birutis we all know is just worried about Roosevelt Road being commercialized. She’ll say or do anything to keep that from happening no matter what the consequences to the community are. Bajor and Kunesh are clearly lost from the day they were elected, neither Bajor and especially Kunesh have not brought one new idea forward. These 2 could possibly be the biggest do nothing trustees in the history of Winfield.
We need to rid ourselves of this board and structure a new and exciting plan for our town. Not the same old rehashed plans we have been fed by Birutis, and her outdated board with no hope of succeeding. It’s time for new thinking, new innovations, and new leadership!

Why would this board dismiss a plan for Roosevelt Road that could substantially grow town’s economic base? Most towns would give anything to have the availability to develop a thoroughfare as viable as Roosevelt Road.
I agree with the previous posters we need new representation and younger representation that understands economics of the times not of the 1940?s. Except for a very short period of time in Winfield’s history the town has been saddled with boards that subscribe to the same old – same old stale mentality that has plagued Winfield for the majority of its’ existence. Winfield has to be able to pay for itself. If Birutis and her board shut the residents out from using the resources available to the town, how does anyone think the town will be able to its’ bills and stay solvent?
